Mr. Zaigham Mahmood Rizvi, is the Chief Patron of PDCA. Mr. Zaigham Rizvi has a diversified blend of academic qualifications holding a Masters Degree in Business Administration [USA], besides a Masters Degree in Economics and Engineering. Mr. Zaigham Rizvi holds Diploma Institute of Bankers Pakistan and was rewarded with a gold medal.

Mr. Zaigham also holds a qualification of Institute of Chartered Secretaries of Pakistan Association in Development Bank Management. He has been a Fulbright Scholar - USA from 1975-1977.

Mr. Zaigham Rizvi has overall working with the deaf is span over 25 years including sports and welfare. Mr. Rizvi is associated with PDCA since 2006. Mr. Rizvi is taking care of the administrative and operational expenses of PDCA.

Mr. Athar Mumtaz, is the President of PDCA. He has the distinction of being the first democratically elected president of PDCA. He is a diversified interest in different fields and also a very successful businessman. He has long standing association with Lahore Deaf Cricket Association and Pakistan Deaf Sports Council, beside have deep association with different deaf welfare association. His aim to develop the deaf cricket.
